Surfing sheets are mostly big open water, with one catch: the flowing wave lines lose their motion if you print them small. Three fixes.
Waves invite a lot of blue marker over a big area, and standard 20lb copy paper bleeds and buckles under that. 65lb cardstock costs a few cents more per sheet and holds marker, gel pen and light watercolour without ghosting through to the table.
Greyscale fills the water's motion lines with soft grey, so a child ends up colouring over grey instead of into clean white gaps. Choose black-and-white or "black ink only" — the wave lines stay crisp and the water reads as open space.
The barrel wave and the surf scene are built from long, flowing lines that carry the sense of movement. Printed small or two-to-a-sheet they flatten out. Keep scaling on "fit to page" so the wave still looks like it's moving.
Age ranges on coloring sheets are mostly guesswork. What actually predicts whether a child enjoys a page is the size of the enclosed areas and how many there are — and surfing spans a plain board a toddler can fill up to a detailed big-wave scene.
A single surfboard, a surfer on a small rounded wave, or a board next to a beach ball. A few big areas with bold outlines — a plain board is a great first coloring shape, all clear and forgiving.

If you are printing for a group with mixed ages, print a range rather than one design at several sizes. Children compare pages, and a younger child handed a visibly simpler sheet notices. A different subject at a different difficulty avoids that entirely.
Surfing hands a child a big blue temptation: fill the whole wave with one blue and call it done. It looks flat because it is flat — and the fix is a small piece of true observation that turns the water into the best part of the page.
